TWO VERY SERIOUS SHOCKS IN ONE MONTH. 9 99 91 Strollers Upon a general position in which, unsatisfactory features were predominant the first ten days of September imposed two very serious shocks, the one man made and the other an act of God. Students of public affairs were just beginning to hope, somewhat faintly, that the rapidity of the German currency collapse together with vertain hopeful points in the Belgian reply to Great Britain, might promise a new change of agreement on the Rubr and Reparations problems, when their attention was rudely diverted by the Italo Greek crisis. While this crisis was at its height came the news of the appalling earthquake disaster in Japan. The world wide reactions of the unsettlement in Europe bad already taught the British business community so clear a lesson of the interpendence of modern nations in trade and economic well being, that it was quick to realise the grave meaning of the menace of a new war and of a terrible blow struck at so great a commercial nation as Japan. Fortunately the machinery for speedy international consultations, wbich has been built up since the great war, has been instrumental in tiding over the Italo Greek trouble, and early estimates of the Japanese disaster are proving to have been exaggerated. And at the same time there is a gtowing beriel (though tbe grounds for it are as yet slender) that some settlement between the Allies and Germany is buing brought nearer by the march of events.
Thus the business world emerges from a terribly anxious month with confidence somewhat restored. The Japanese disaster is recognised as a grievous affeir, bound in the long run to have a restrictive etlect on world trade.
British financial and commercial institutions have given proof of their profound sympathy by raising large subscriptions in aid of Japanese sufferers. As regards the precise effects of the disaster upon British trade and finance, the position is, and for a time must remain, somewhat obscure.
But there are one or two things which may be said. Firstly the British ineurance companies, who do large business in Japan, are not likely to suffer any yery serious losses; at any rate their losses will not be in any way comparable with those which they suffered through the great San Francisco disaster of seventeen years ago. For most of the insurance polices issued by them in Japan contained a clause excluding the effects of earthquakes. Some policies, it is true, covered loss through earthquake, higher premium of course being paid; but losses on insurances of this type, will not be very severe so far as property and buildings are concerned. More serious probably, will be the claims on goods in warehouses destroyed by fire. It may also be stated with some confidence that British insti.
tutions will not be gravely inconvenienced by the losses in which Japanese banks may have been involved.
As regards the broader effects of the Japanese disaster on British trade, one factor to be remembered is that it has occured at a time when trade is slack and speculation at a low ebb, and therefore commerce is not in a position to suffer so much from a shock to credit as it would under different circumstances. It is in fact possible that, although Britain like all others, must suffer in the long run from the reduction of world trade and production which the disaster entails, British trade may for a time derive def benefit from the compulsory retirement of Japan from a mpetition in world markets. Then again the rebuilding af Tokyo will mean a large expenditure, some of which will presumably be met by raising loans in Lonnon; and the proceeds of those loans are likely to be spent in some measure in Great Britain. In brief the disaster may confer momentary benefit, but in the long run must prove a depressing factor.
Curiously enough the investment market in London bas not been seriously upset by this series of grave events.
Indeed this market appears to have been paying more attention to domestic monetary prospects than to big world events. Fears of a bigher bank rate continue to be entertained, but we share with many close observers the belief that such fears are at least premature, The exchange value of the British pound sterling in New York, has, after a period of weakness, began to show a steady recovery. If this proceeds, it will remove the chief influence which might bave induced the Bank of England authorities to make another increase in their minimum rate of discount.
