For it has made everyone realize that the League Covenant is not a mere concatenation of pious platitudes but that it is a solemn undertaking between nations, that it can be invoked, and that it can act effectively. This was the first occasion upon which a small nation appealed to the officers of the League against a larger nation. The importance of the event to all small nations was perfectly obvious and was very quickly grasped by them. It is not to be denied that Italy would have thought twice about taking such drastic action at Corfu bad that island been the property of one of the Great Powers. It is of particular interest in this co nection to remember the spontaneous manner in which opinion in Great Britain rallied to the League and urged that it should be invoked in the cause of peace and of justice. It was, perhaps, unfortunate that Italian feeling naturally provoked by the horrible murders at Janina should at first have mistaken British faith in the League for lack of sympathy with them. Anglo Italian friendship is bistoric, moreover in recent events the two countries have very often found themselves seeing eye to eye upon international questions There is no question but that British opinion sympathised thoroughly with Italy indignation and recognised spontaneously her right to ample reparation. The Corfu episode, however, was capable of developing into the gravest international complications.

Some prominent public men in Britain have criticised the Government for offering to give away too much. In France the nature of the concessions does not appear to be fully grasped or appreciated. This is what they mean on paper. Britain Allies (leaving Russia out of the calculation) owe Great Britain over 1, 200 millions. Great Baitain full share in Reparations demands from Germany would be about 715 millions, making on paper a total of about 2, 000 millions owing to us from Allies and ex enemies. The purport of the recent offer of the Baldwin Government, is that Great Britain will not demand more out of all these debts than is sufficient to cover the debt which she has to pay to the United States. This means that if our full share of reparation money were to be received, Great Britain would practically wipe out by a stroke of the pen the whole of the debts owed to her by Allies.
