99 99 99 19 Strollers The Premiegs of the British Empire who are conferring in Downing Street have got together on terms of complete equality Mr. Baldwin presides at the meetings by virtue of being in the position of bost but every Dominion in the Empire preserves its complete independence and is in no sense subordinate to the Mother Country.
It is the very absence of bonds that holds the Empire together paradoxical as that may sound. The principle of mutual help is implicit in the Conference but that body has no power to commit any one part of the Empire to any decision. There has in every case to be ratification by the various parliamente and legislative councils of the states affected. The Empire comprises practically one quarter of the whole surface of the globe, and its population is indeed more than one quarter of the estimated total inhabitants of the world. Its views on international affairs, voiced through the gathering in Downing Street, is not therefore to be disregarded. Every British Dominion made its claim doubly sure at the time of the war, and the soils of France and of Gallipoli contain the bones of Canadians, Australians, New Zealanders, Newfoundlanders, and Indians, who paid with their lives for the right to be heard in a settlement of Europe.
GENERAL SMUTS.
Not the least interesting figure in the gathering is the Prime Minister of South Africa. General Smuts was one of the most skilled and elusive generals leading the Boers agaiust the British in the South African War. It was after that war had been won that Great Britais, by one of the most generous and far sighted acts in modern history, gave freely complete self goveroment to the state and people who had fought against her and had been conquered. In the war, he commanded Imperial forces against the Germans in South West Africa; in the Peace Conference at Paris, he helped ty draft the Covenant of the League. And at the opening of the Imperial Conference the other day, this oid opponent of Britain said: Our British Commonwe: Ich is very great and powerful one. The British Empire can exert force such as probably no other agency on earth to day to pull the world together. so far as it can be done with goodwill and firmness this great machine should be used to the full to assist a settlement of Europe. We have no reason to speak with bated breath. For centuries Britain has on every critical occasion in the history of Europe spoken with the voice of authority, and other nations have in the end had to listen to that voice. We must speak agaiu.
FOREIGN POLICY AND ECONOMICS.
One important problem awaiting discussion is the co ordination of the Empire so far as foreign policy is concerned. Where speedy decisions have to be taken, it is not possible very effectively to consult the far parts of the Empire beforehand, but there is a mutual desire that some system should be evolved whereby greater cohesion is obtained. There can be no doubt that the views of the Imperial Premiers will have a considerable influence on questions of policy at present confronting Great Britain.
So far as Reparations are concerned, the Dominions have 14 per cent of Britains share of payments so they have a material as well as a moral right to discuss policy.
The Economic Conference has a large number of questions before it dealing mainly with migration and the development of Imperial trade. Improved transport facilities and improved communication by wireless and other means figure largely upon the agenda. There is a chance for reciprocal assistance since Great Britain bas ber oppressive unemployment problem, and the Dominions have much land awaiting development and an infinity of native products awaiting fresh markets.
