The appointment has been made subject to the approval of the Secretary of State for the Cel nies and carries a salary of 750 per annum. This new post will give to Major Harragain an increase cf 100 personal emolument.
Major Harragin was born in December 1690. He read Law at Gray Inn and was called to ihe Bar in 1914, He bas completed nine years service to the Magisterial Departments of the Colony commencing as Clerk of the Pesco San Fernando on the 9th March 1914. In June of the same year he acted as Stipendiary Magistrate of San Fernando.
From July 7, 1914, to January 6, 1915 he acted as Clerk of the Fence Port of Spain, and was again appointed to act as Stipendiary Magistrate, San Fernando, from the 14th January to 31st October 1915 On 1st November he acted Stipendiary Magistrate Savana Grande until the 17th of the same month. In 1915 Major Harragin left for England where he secured commission with the rank of Captain (emporary) in the Royal Field Artillery with which regiment be served in France until the ermination of the War.

The bistory of the case is of an uncommon type, telling of a crime originating through the unhealthy affection cherished by the male accused for the dead man wife, Halliman. It appears that Halliman and her husband Moose, lived together with an old lady in the heart of a cocoa estate at Penal. Two miles away from their res! dence was the nearest public road, and save 1or few neighbours a long distance away they were alone. Moose had been ailing for some time during which he received medical aid and on Tuesday, last was seen apparently good health getting rice in his field in the neighbouring lagoon.
