Much comment is expended upon the newly organized Silver Employees Association whose headquarters it is believed are at La Boca. Those intimately connected with and concerned about the organization see all possible success in sight, and with absolute confidence in the realizaof all its aims, they are strenuously seeking to propagate tion its principles throughout the length and breadth of the land We wish the organization every success, because we feel the necessity of an institution through which the Silver employees of the Panama Canal and the Panama Railroad Company might sothebtheir united claims, requests and desires. However, we note that the organiza.
tion is experiencing an up hill time, and that progress is far from being satisfactory.
There must be some reason for the tardy pace of the organization. It is not rational to believe that the mass of the Silver employees of the present time are of a type that would pass up any good opportunity to improve their own economic conditions. We have had too many evidences to the contrary. The past has shown that the colored workers on the Canal Zone are people with open eyes and open ears, so far as their disposition, readiness and ability to grasp chances for their own betterment are concerned.
Perhaps they bave been too eager, too ready and too well disposed in this direction.
It is not difficult to recall how, not more than five years ago, there was a colored workingman society on the Canal Zone under the name of Silver Employees Association or some similar appellatives. This society attracted a great number of employees to its ranks and its outlook was promising. Then under the eclipse of the Severs bubble it faded into insignificance and ultimately became defunct. The Severs bubble itself was burst by circumstances which had for their justification the right of a people to seek the best advantages for themselves. The happenings are still green in the memory of every employee on the Silver roll, and perhaps, they will never be forgotten since they were burnt into his experience by the painful and nauseating process of abused power.
The was a tremendous organization which swept into its ranks all of the seventeen thousand employees carried at the time on the pay rolls of the Panama Canal and the Panama Railroad Company. It created an exiting impression on that memorable Labor Day when in an imposing parede an almost incessant stream of living darkness passed through Panama into the Canal Zone and rounding the spacious boulevards in Balboa, made the foundations of the massive Administration Building shake uncomfortably as the whole corps of officialdom, Legal, Executive and Administrative stood petrified at the aweinsp ring spectacle which moved silently on.
It was this organization that engulfed the Silver Employees Association. In it, the peeple were backed by a slick tongued swindler who came bere from the United States claiming to be possessed of plenary powers for labor organization. The strike came, the organizer took off his mask and said he had nothing to do with the movement and the whole fabric collapsed. Then came the calm, Conscientious and honest men had gone into the movement in firm faith that they and all other workingmen would have gained much by uniting in a cause which they considered just. Those who suffered most were those who made great sacrifices of time, energy and money for their co workers. Finally they lost their positions. Tois was the result of the organization.
It is not hard to see why silver emyloyees do not now rush pellmell into the newly formed association. These people are naturally unionists but their experiences have taught them to go slow, and who can blame them? If the new association can give convincing pledge of improved conditions there can be no doubt but that the next payday will bring a stampede into its ranks. We are in complete sympathy with the leaders of the organization, and more than that, our columns are open to them at ail times; but we venture the opinion that unless they can prepare a definite programme in which must be included the guarantee of official respect and recognition at Balboa Heights, very little, if anything at all, might be expected from it.
We do not seek to discourage or deter the movement.
We believe that all labour should be organized, and we further believe that it is only organized labour that can achieve great results. But is it within the genius of the present organizers to proceed along the right lines. Are they benefiting by past experiences? Is it a placid, inoffensive, non combattive organization whose only act of violence will be to send delegates to Washington to buzz into the ears of senators the grievances of the employees down here? Does it promise attachment to the American Fəderation of Labour, or is it a gruesome freak with the body of unionists and the head of a braying quadruped whose chief virtues lie in kicking dust and moving on with bit and bridle over the very road it doesn wish to pass.
