In 1099 Sir David visited the island, and after an exhaustive examination issued bis Report on the Finances of Jamaica, and last year Mr. Dale, Assistant Secretary in the English Ministry of Agriculture, was detailed to make a simlar examination and Mr. Dale bas now submitted his report and its text has been published in the island press, but, if at distance we venture to offer any opioion, we wou would say the report conveys little taht could not have been elicited by local inquiries; or should have not been pretty well known to island legislation, if they in any way took their duties seriously.
It is not that we decry the ability evidently brought to bear on the task by the enquirier, or the soundness of the views expressed. All we feel is the report seems to disclose lose nothing that is startling, nor does it indicate any Royal Road to progress or plenty. For these reasons we want to draw an object lesson for our local gropers; and express the bope that nothing further will be beard of the visit of any financial expert to put our house in or der. Briefly put, Mr. Dale expresses the opinion that the Jamaica Government has made mistakes, but may reasonably be excused for doing so; that Government trading is pernicious and unsound, and should be avoided, that expenditure should be kept within ressonable bounds, and that a reserve fund sbould be built up. But.
