Mr. Comissiong Clerk of the Executive Council, from the steps of York House, read the new Letterg Patent under which the Governmeot of the Wind ward Islands, from yesterday is now functioning. Proclamation was published yesterday by which the new Constitution was brought into The morning opening with a tearful sky, and the inclemency of the weather prevented the the presenc of larger crowd than there was at the historic obsequies.
