The raise is a result of an effort by President Mordecai Johnson since the beginning of his administration to secure adequate salaries for his faculty. While the increase Joes not fully solve the problem of inadequate pay, it provides substantial relief in many instances.
In the distribution of the fund, consideration is given to longevity and meritorious service of teachers, In no institution has there been a more sacrificial group of teachers ihan at Howard University. The consciousness of rendering a distinct service to the field of education and of making their lives count where their services are most needed have been actuating motives. The facts of their meager pay has not deterred them in the least in the quantity or quality of their work.
The spirit which prompted the aid of the General Education Board is expressed in the statement of Mr.
Rockefeller, its founder: The attenion of the American public has recently been drawn to the urgent and immediate necessity of providing more adequate salaries to members of the teaching profession. It is of the highest importance that those entrusted with the education of youth and the increase of knowledge should not be led to abandon their calling by reason of financial limitations. It is of equal importance to our future welfare and progress that able and aspiring young men and women should not for similar reasons be deterred from devoting their lives to teaching.
The effort to lift the level of income available for teachers and administrative officers will be continued and added funds for the purpose will be sought by the administration. Negro World. It is possible that the modification or the abolition of that system may occupy the attention of the Legislature in the near future for, in the course of his charge to the Grand Jury at the April Court Grand Sessions His Hon.
Furness, Chief Justice, had this to say: If any amendment of the Jurors Act be hereafter contemplated the value of the retention of the Grand Jury might also be made to the subject of inquiry. The business of the Grand Jury in this island is now limited to the consideration of matters which have already been the subject of consideration first by the committing magistrate and then by the Attorney General, and it may perhaps be felt that the time has come when this last remnant of responsibility left to Grand Jury might be shifted to the Attorney General shoulders. The practical result would be, first that the Attorney General would not indiet in occasional weak borderline cases that at present, he leaves for the consideration of the Grand Jury, and secondly, that the time of twenty three busy men would not be taken up each Grand Sessions with deliberations the result of which, in most cases, must be a foregone con clusion.
