More fmportantly, have not received any evidence or allegations that Costa Rican officials or personalities have been involved in these or related activities.
On October 14, 1986. released report entitled: Private Assistance and the contras. Staff Report That report detailed allegations that my office had received over the course of year long investigation that elements of the contras and their american supporters had been involved in 1llegal activities. Since the drug related aspects of these allegations are part of an ongoing Senate Foreign Relations Coesittee investigation, that particular issue was not addressed in my report. However, can assure you that do not have any information, nor have provided any information to the Senate Foreign Relations Committee, that have received allegations that Costa Rican officials or personalities have been involved in drug trafficking. There are, however, allegations that other countries in the region have been engaged in these activities.
Finally: resent the fact that these allegations continue to persist in some eireles in your country. regret that attempts are being made to dineredit your government through what is obviously disinformation campaign.
Me ha llamado la atención la existencia de ciertas denuncias en el sentido de que he enviado a usted una carta y documentos suministrándole información que involucran a políticos y personalidades costarricenses en el tráfico de drogas y contrabando de armas.
Aprovecho esta oportunidad para confirmarle por escrito que esta es la primera vez que he escuchado tales denuncias. Más importante aún, no he recibido ninguna denuncia o evidencia que involucre a funcionarios o personalidades costarricenses en estas actividades u otras afines.
El 14 de octubre de 1986 hice público un informe titulado: Private Assistance and the Contras: Staff Report (Informe sobre la Asistencia Privada y los Contras. Este informe recoge, en detalle, denuncias recibidas por mi oficina en el transcurso de una investigación, que duró un año, en el sentido de que elementos de la contra y sus patrocinadores americanos, habían estado involucrados en actividades ilegales. Como los aspectos relacionados con las drogas, incluidos en estas denuncias, forman parte de una investigación que lleva a cabo el Comité de Relaciones Exteriores del Senado, ese asunto específico no fue abordado en mi informe. Sin embargo, puedo asegurarle que no tengo información alguna, ni he proporcionado ninguna información al Comité de Relaciones Exteriores del Senado, donde se involucre a funcionarios o personalidades costarricenses en el tráfico de drogas. Existen, no obstante, afirmaciones de que otros países en la región han estado comprometidos en estas actividades.
Finalmente, resiento que estas denuncias persistan en algunos círculos de su país. Lamento que se intente desacreditar a su Gobierno con lo que es, obviamente, una campaña de desinformación.

Debe señalarse, como lo he enfatizado una y otra vez, que estas son denuncias, cuya verdad solamente podrá determinarse cuando testigos potenciales sean juramentados y sus testimonios dados al Congreso. Sin embargo, dichas afirmaciones son de naturaleza tan seria, que es imperativo que se les de seguimiento en los comités legislativos apropiados.
Finalmente, cita usted a un periodista anónimo como su fuente de información. Desearia señalarle, sin embargo, que un periodista respetable no se escondería tras el anonimato al hacer semejantes cargos. Sólo puedo concluir diciéndole que ha sido usted víctima de desinformación y personalmente resiento el que se me utilice en un intento para desacreditar la administración del Presidente Arias.

It should be pointed out, as have emphasized time and time again, that these are allegations, the truth of which will only be aatermined when potential witnesses are placed under oath and their testimony taken by the Congress. However, the allegations are of such a serious nature that it is imperative that they be pursued in the appropriate legislative branch committees.
Finally, you alte an anonymoun Journalist as your source for your information. However, would only point out that a respected Journalist would not hide behind anonymity when pressing such charges. ean only conclude that you have been the vietin of disinformation and personally resent the fact that am being used in an attempt to discredit President Arias administration.
