December 26, 1930.
To the Syndicates of Latin America, and to the Laborers in General.
Companions:In all the countries of Latin America, and particularly in the region of the Caribbean, the fierce attacks of the governments which are agents of Imperialism against the organizations of the laboring classes and against their directors is becoming more and more intensified. The news announcing the closing and sacking of revolutionary syndicates, assassinations, imprisonments, tortures, and deportations of their directors, come together with other manifestations of the profundization of the crisis which afflicts the capitalist world; increase of unemployment, strikes and manifestations of the laboring class, increase of the anti Machado fights in Cuba, change of government in Guatemala, insurrections in Salvador, armed fights in Venezuela, on the frontier and on the streets, etc. All these have the same cause: THE EFFORTS OF IMPERIALISM AND OF ITS NATIVE AGENTS TO PLACE ON THE LABORERS ALL THE CONSEQUENCES OF THE CRISIS AND TO PREVENT REVOLUTIONARY ORGANIZATIONS GUIDING THE DISCONTENT OF THE LABORING CLASS IN REVOLUTIONARY FIGHTS FOR THEIR OWN INTERESTS.
The intensification of terror in Mexico is the most recent expression of the sharpening of the crisis. The assaults on the buildings of the Unitary Syndical Confederation in the Capital and in the interior and the series of imprisonments, have coincided with the arrival in Mexico of Mr. Grant, carrying orders from the Fish Commission to Ortiz Rubio on the attack against the Communist Parties and revolutionary Syndicates, and on the other hand, with the return of the Mexican Delegates of the Soviet Union where they proved with their own eyes the GREAT TRIUMPH OF THE QUINQUENNIAL PLAN AND DERIVED THE REVOLUTIONARY EXPERIENCES OF THE CONGRESS OF THE RED SYNDICAL INTERNATIONAL.
On tine 16th instant at night, the place where the offices of the are established was assaulted by the police, and the directors of the organization were arrested.
