DECLASSIFIED Authority Statele fer Whz 6; ML, NARS Cate 24981. 5In this connection, should like to report that Mr. Chittend en informed me that he had personally suggested to Foreign Minister Gurdián on last Thursday the need for martial law in the strike area. Apparently his view appe aled to Mr. Gurdián because on Thursday afternoon when visited by Secretary True blood and myself he told us that he was going to recommend to President Jiménez the establishment of martial law in the fruit zone. In his conversation with the President, however, that afternoon the seventy five year old Executive apparently persuaded his Foreign Minister that the need for martial law was not apparent at this time. Likewise the President apparently persuaded Mr. Gurdián that this was no time for him to submit his resignation (my telegram No. 42, August 23. Attached herewith for the further information of the Department and for the Department records is a translation of a letter sent by Mr. Chittenden to President Jiménez on August 22, 1934.
