мно OCD DCR ABY THE HONORABLE THE SECRETARY OF STATE, WASHINGTON.
SIR: have the honor to refer to the third paragraph of the Embassy despatch No. 167 of April 8, 1948. The statement was made there in that the Embassy had been informed on ezoellent authority that the newly named Elsotoral Tribunal had been ocoupied principally in the task of altering the congressional elections to such an extant that Vanguardia Popular would be awarded sight out of the total of fifty four seats and that the National Republioen Party would be awarded more than the twenty three seats which it appeared to have obtained. Also to the Embassy telegram No. 155 of Apr 11 15th, stating that twenty six seats were to be awarded to the National Republicans, twenty to the Opposition and sight to Vanguardia Popular.
The Official Gazette for April 18th published a majority decision signed by the Tribunal members Rogelio MORA and Juan Maria SOLERA which awarded the thirty one seats contested in the e bruary 8th sleotions as follows: 818. 00 2948 National Republicans National Union (Opposition) 11 Vanguardia Popular Simultaneously the Gazette published a dissenting opinion by the third member of the Tribunal, Oswaldo RODRIGUEZ awarding the thirty one contested seats as follous: 12 National Republicans National Union (Opposition)
Vanguardia Popular.
