Hasta tanto que la ignorancia social acerca de la realidad del derecho no esté aniquilada, mediante la difusión y la indestructibilidad de la prensa ha llegado a ser inoprimible el examen, ya sea que la tierra esté enajenada o que pertenezca a la propiedad colectiva, el orden social, más que elimero, llega a ser absolutamente imposible, la anarquía es inevitable.
Tales son, repetimos, los fundamentos generales expuestos en la teoría general del impuesto.
